Carleton A. Williams, Chief Technology Officer


Carl is the Chief Technology Officer at OuterLink, where his responsibilities include defining system architecture, system specifications and development of advanced mobile asset tracking and management capabilities in support of expanding markets. This includes development of worldwide capability for tracking and communicating with high value mobile assets via satellite technology.

 

Carl is a recognized authority on Direct Sequence Spread Spectrum (DSSS) modulation and demodulation techniques, dating from his pioneer role in developing and implementing the Geostar DSSS asset tracking system in the 1980’s, and continuing with his involvement in developing OuterLink’s solutions since its inception in 1991. He has held senior design responsibilities at OuterLink for 13 years, responsible for total systems design and for hardware and software design of the embedded controllers in each generation of OuterLink mobile terminals. His efforts have been critical to the design and implementation of satellite ground station components of the OuterLink system.

 

Prior to joining OuterLink, Carl spent two decades at Yale University where he was a key contributor in the deployment and integration of the early ARPA-net and BITNET nodes at Yale, both precursors to the current Internet. He also participated in the design of local area and campus wide networks and telecommunications facilities.
